With the development of the times, the communication between peoples is in the increasingly frequent exchanges. In order to promote Chinese-Tibetan language use, language communication simpler and more standard is very important. With the continuous improvement in minority areas to the extent, in the social intercourse of the people of all ethnic groups in China, in addition to the use of their own language, universal language--Mandarin Chinese, rapidly growing popularity. Under the influence of Chinese language, and ultimately, to introduce the Chinese words to the Tibetan, a lot of proper nouns, such as names, places, are not free translation, but to use transliteration. For example, Tibetan-language broadcasts, such as news media, when national leaders are used, must use the transliteration of the name. However, there is no uniform set of standards, as the same name appears in different places may have different translations. Therefore, effective realization, harmonization and standardization of the Chinese and Tibetan transliteration, played an important role in information processing, such as cross-language retrieval. According to Chinese construction, Hanyu Pinyin and characters for Tibetan character patterns, characteristics, summary of Tibetan transliteration method is proposed based on rules, transliteration process the required conditions, grouped into a section of rules, designed on the basis of this algorithm, achieved between the Chinese and Tibetan transliteration, has obtained very good results.First, based on Hanyu Pinyin, pinyin pronunciation similar to Tibetan pronunciation of the characters, developed Hanyu Pinyin with Tibetan character corresponding table, this table includes now all the commonly used phonetic characters.Secondly, Hanyu Pinyin and the Tibetan character comparison is with Word as the basic unit of processing, but as many of the words or phrases existing translations, this article also created a special vocabulary, which lists many common translations, that people used to translate words or phrases.Thirdly, the Chinese character polyphone, but if the tone is different, in transliteration for Tibetan language is no different; If Ruby is different, it is translated into the different Tibetan. Therefore if a Chinese translation appeared polyphone, you need to select accurate phonetic based on context, depending on context to select the right kind of Tibetan, for this, the establishment of a dynamic multi-tone words, the dictionary includes polyphone constitute a common word or phrase and its corresponding phonetic.Finally, we use Chinese and Tibetan transliteration algorithm implemented on the method based on rules, set up specific words the highest priority, and followed polyphony dynamics words, finally according to the Hanyu Pinyin and Chinese Tibetan character table, process the Chinese on a single word. System testing has proven that the algorithm is simple, with high accuracy.
