Ethical Reflection On The Development Of Nuclear Power In China

After experienced a development for half a century, Chinese nuclear power has become an important strategic option of the development of national energy and has injected great motivation on fulfilling the target of “two centenaries” and fulfilling “the China Dream”of the national great rejuvenation. However, there are some realistic problems exist in the development of nuclear power in our country: at first, the advantages and risks coexist in nuclear power. Nuclear power has brought human beings great ecological and social benefit, but at the mean time, there are some ecological and security risks, hence it triggered wide controversy and make it hard to get social consensus on developing nuclear power; the second point is that there is a conflict between fair and justice in development. With the interest on inland nuclear power becoming more and more distinct, how to be fair on the areas like site selection of nuclear power and industrial distribution has been related to the overall development of nuclear power; the absent of public acknowledge and participation is the third problem. People don't have enough knowledge on nuclear power and they didn't participate enough on the project approval, construction, operation and decommission, what's more, public has a stereotype impression on nuclear energy which result to the social antinucleus phenomena. If all these problems can't be solved in time effectively, the sustainable development of nuclear power in our country will be seriously restricted and it will be an unstabilizing factor of affecting the construction of harmonious socialist society.Based on the research achievement on nuclear ethics from the experts and scholars at home and abroad, this article elaborated the three major ethics principles of the national development of nuclear energy byreviewing the current situation of nuclear power development of the whole world and our country. Number one is safety first; number two is rational development; number three is fairness and justice. We should combine the theory with practice hoping to offer instructional ethnic principle for the development of nuclear power.This article is based on the value problem and ethical dilemma of nuclear power development in China, and tentatively builds the practical system of nuclear ethics. Firstly, aim at getting happiness, rectify nuclear value. Base on the finality value of nuclear ethics which is “mutual”happiness; gain finality criticize and guidance on the target, method and result of the development of nuclear power by using the dimension of ethical value. Secondly, make ration as the principle and practice nuclear security concept. Understand Chinese nuclear security concept which is based on “the four Equal-Stress”; analyze its dialectical thinking,people-oriented thinking and international thinking, then guide our nuclear power to have a orderly and sound development. Thirdly, make“for the People” as the basic principle and intensify nuclear security concept. Make the thinking of “People subjectivity theory” as the guidance and propose two-sided ethical route of “popularize nuclear affection and nuclear theory” “converge the will and intelligence of people.
