Research On The Evaluation System Of Tourism Utility Value Of Cultural Relics Protection Units

Cultural relics protection units are important cultural heritage in our country, containing great ontology and tourism value and becoming important resources support to promote the emergence and rapid development of cultural relics tourism in our country. Cultural relics tourism as well as provides a strong financial support to the protection, repair and restoration of cultural relics. As Bi-hu Wu, who is a professor of Peking University, and the secretary-general of the international tourism society,says that heritage activation is an important way to protect. But not all cultural relics protection units are suitable to develop tourism, some cultural relics protection units have long history, which’s ontology value is very high, but can’t become a tourist area because of own and external factors; and some cultural relics protection units that have become a tourist area have great differences in aspects of business performance and revenue, etc. Investigating its reason, mainly is the different sizes of the tourism utility value of cultural relics protection units.This article found that is used in some literature through looking to the consult literature, which’s concept was not unified and no unified evaluation criterion, however. Moreover, because of a wide range of different properties and characteristics, there were difficult about the evaluation of tourism utility value of cultural relics protection units.This study put forward the understanding about concept of tourism utility value combining with the research of domestic and foreign scholars, which include perspective of ontology value and the stakeholder. The is understood whether there are suitable to develop tourism under the condition that tourism resources have not been exploited, and the perspective of stakeholders is understood that all stakeholders obtain benefits from utilitarianism. Also, this study constructed the evaluation system of tourism utility value of cultural relics protection units andindicator explain from the two perspectives through the primary and revision indicators.The evaluation index system constructed is divided into target layer, criterion layer, factor layer and attribute layer. In evaluation system from perspective of ontology value, criterion layer contains two indicators, ontology value and the external factor; Factor layer contains five indicators, and ontology value contains historical value, artistic value, scientific value,visibility and preservation condition; external factor includes the location and environment index;and attribute layer has a total of 17 indicators. In evaluation system from perspective stakeholder, the criterion layer according to tourism stakeholders of cultural relics protection units contains tourist, resident, government and cultural relics protection units four indicators; And after dealing with the factor analysis method to get the final evaluation index system,the factor layer contains 12 indicators, attribute layer contains 32 indexes.Setting index weight of evaluation system, the article used the expert investigation method on perspective of ontology value, and conducted the data collected with the method of grey correlation analysis, finally got the index weight; on the perspective of stakeholders, the article selected Jin temple, Longshan, twin towers temple and the battle of Changping site in Shanxi and gave out the questionnaires to the tourists, also asked the other stakeholders for information, obtaining first-hand data, finally analyses data using SPSS for data processing and reliability test and got the index weight of tourists layer. As tourist in all stakeholders is a core position, after consultation with relevant experts, the whole 100% weight divides as 2:1 to the perspective of tourist and other stakeholders, namely tourist accounted for 67%, other accounted for 33%. And the weights of resident, the government and the cultural relics protection units are 15%,8% and 10%, respectively.Finally, the study proved the practicability of the system from evaluating some cultural relics protection units in Shanxi using the evaluation system of perspective of stakeholders.The article from two angles building evaluation system of tourism utility value, on the one hand, enriches the theory of cultural relics and tourism research, also evaluates all kinds of cultural relics protection units; on the other hand, the evaluation system from two angles could make people more comprehensive understanding of cultural relic resources, and provides a scientific basis for protection, research and utilization of cultural relics protection units, importantly promote the healthy development of the cultural relics protection and utilization, realizing the interests of the different main body.
