Translation not only refers to the conversion between the source language and the target language,but also serves as a bridge of information exchange,especially for non-literary translation.Promoted by the inform ation globalization and high-tech development,politics and science comm unication becomes more and more frequent in daily life.As a major communication medium,political document translation plays an important role in the political area.political document is a kind of informative text with the feature of simplicity and precision.Therefore,political document translation has higher standards and requirements,for it lays more emphasis on the expression of meaning rather than the for m.The theory of “translation shift”,first proposed by Catford in A Linguistic Theory of Translation in 1965,is grounded on functional equivalence rather than formal equivalence,and political translation accords with the principle of “content is more important than form”.Therefore,Catford’s translation shifts would be most effective and suitable translation strategy for political docum ent translation.The report reflects the translation process of U.S Clim ate Action Report 2014,which consists of four parts: task descri ption,process description,case analysis and conclusion.The first part m akes a brief introduction on the source text.The m aterial is a government report which outlines the climate change issues and response methods.The second part m akes discussions on the pr eparation and process of translation.In the case analysis part,the author introduces the theore tical foundation and finds out the difficulties after an alyzing the text.There are num erous impersonal subject sentences and com plex long sentences in political docum ent.Then the author discusses the application of translation shifts from the aspects of level shif ts,structure-shifts,class-shifts,unit-shifts and intra-system shifts.Under the guidance of Catford’s translation shifts,the author de als with impersonal subject sentences and complex long sentences through the translati on strategies of st ructure-shifts and unit-shifts.The last part is conclusion,the author summ aries how to real ize “textual equivalence” in political document translation by using the theory of translation shifts.
