Research On Directors Of Provincial Health Department During The Anti-japanese War (1937-1945)

After the establishment of Nanjing National Government,public health got an important position.The government began to set up administrative organs in charge of health in some provinces,and plan to unify the provincial health administrative system.In this context,modern China emerged the first professional provincial health officials------directors of the provincial health departments.The provincial health directors were all majored in medicine or health profession,which were both administrative officials and technical personnel.From 1937 to 1945,the provincial health directors not only carried out medical and health care construction,but also carried out health and epidemic prevention work of the war.They developed ability in their professional area,spread the knowledge of modern medical and public healthcare,they also proposed that medical and healthcare was a way to save nation,even to revive nation.The directors of provincial health department had conducted lots of medical activities.It mainly included local health administrative inspection,management and distribution of medical equipment local Public Health Service etc.In order to cope with the war,they also organized rescue in air strikes,tried to against the Japanese "germ warfare",improved wartime nutrition,contact the international assistance and took participation in treatment of refugees and the wounded.Their actions had not only promoted the development of local public health,but also made an important contribution to the reduction of military and civilian casualties,and kept persistence of Anti-Japanese war.However,due to foreign invasion,the limitations of the times and the provincial health director personal reasons,directors of the provincial health departments still had many deficiencies in their work.These problems were also became the common problems of public health in modern China.
