This is a translation report of the seventh and the eighth chapters of The Police Power,Public Policy and Constitutional Rights,which was written by Ernst Freund and was published by Callaghan & Company in 1904.It involves public morals,governmental statutes and legislative measures of public behavior,which has played an irreplaceable role in legal community at that time.In the process of translation,the author believes in the fact that content words and function words are the two major categories of words in every single language,which has also posed a great many problems for us to do the translation owing to great many differences between Chinese and English which generate differences in the use of part of speech between Chinese and English.The target text will be rote and without readability if the translator insist in the use of corresponding part of speech in translation,even the real meaning of the original text may be changed.In the process of translating The Police Power,Public Policy and Constitutional Rights,the author made necessary adjustments of part of speech of two languages in order to make an idiomatic version.In this report,the author focus on the problems which encountered in the translation process and part of speech conversion in the translation progress,analyzes the examples in the source text,and summarizes the translation skills in order to provide a reference for the future translation of legal documents.
