Build System Of Public Cultural Services In Heilongjiang Province

The rapid economic development and under the background of people’s living standards increasing quickly, people’s spiritual and cultural needs more and more is also high. Facing the new situation, new demands, the party and the government in order to ensure the people’s basic cultural rights and interests,system of public cultural services across the country put forward the important measures.This paper comprehensively studies the concept, connotation and function of public cultural service system, and deeply studies the implementation and development trend of the construction of public cultural service system in Heilongjiang province from six aspects: the public cultural infrastructure, production and supply,the protection of resources, the participation of the masses, and the protection of personnel. The paper analyzes the current situation and problems of Heilongjiang public cultural service system. This paper argues that the main public cultural infrastructure, cultural undertakings running funds, the supply and demand imbalance of cultural products, the lack of professional talents and so on in Heilongjiang. This paper argues that we should construct a new public cultural service system on the basis of the existing public cultural service system, and propose the improvement measures, the scientific layout, improve the construction and management of public cultural service facilities, two is to establish a stable growth of capital operation mechanism; four is to provide quality public cultural products ability and service level; three is to strengthen the construction of personnel, five is to improve the operating mechanism, mobilize the enthusiasm of the parties,six is to strengthen scientific and technological innovation, promote public cultural services and technology in-depth integration.
