Research On The Socialization Of Public Cultural Services In Taizhou

Under the background of promoting the building of a strong socialist country,the modernization of cultural governance capacity and governance system has been accelerated,the modern public cultural service system has been deepened,and the level of public cultural services has been significantly improved.However,from the perspective of the actual situation at the grassroots level,there are still many problems in the supply of public cultural services.On the one hand,the financial pressure of the government is increasing,on the other hand,the total supply of public cultural services is insufficient,the imbalance between regions and the effectiveness of supply needs to be improved.With the improvement of the market mechanism and the development of the third sector,more and more social subjects begin to enter the field of public cultural services,and remarkable results have been achieved.The government has also continuously increased the encouragement and guidance to the market and social subjects,and actively promoted the socialization of public cultural services.Therefore,this paper studies the problems and countermeasures of the government in the process of socialization of public cultural services.First,on the basis of summarizing the relevant research on the socialization of public cultural services,the basic concepts of the socialization of public cultural services and public cultural services are expounded,and then the basic theories involved in this paper are sorted out,including multi-center governance theory and principal-agent theory.Secondly,summarizing and analyzing problems and reasons of taizhou public cultural services,mainly including to deepen the transformation of the government functions,form a complete set of policies and regulations is not complete,professional market role not give full play to the overall ability,public participation is not strong,the essential reason lies in the inadequate management idea transformation,insufficient financial input,system standard system is not sound,supervision and assessment mechanism is imperfect and so on.Finally,on the basis of the specified issue,based on "GLSC" model(the government departments,laws and regulations,and social forces,the public),from the change of government function,the guarantee of the policy mechanism,laws and regulations system construction,undertake subject cultivation and public participation promotion aspects put forward concrete operation path,build multivariate co-govermnet,mutually beneficial and win-win community of public cultural services,realize the new look forward to the people for a better life.
