Study On Equalization Of Basic Public Cultural Service In Prefecture-level Cities

The construction of public cultural service system is an important content of the cultural construction of socialism with Chinese characteristics.The equality of basic public cultural services is the premise of implementing the system of public cultural services,the purpose is to protect the basic cultural rights and interests of all civil groups.Along with the highly development of our country’s economy,people’s living standard has been significantly improved,the basic level of public cultural services has improved as well.However,due to the long-term principle of "priority to efficiency and due consideration to fairness",and inadequate supply of public cultural and regional,the problem of inequality exists between urban and rural areas,between different groups,which hinder the process of equal basic public cultural services,and also affect the social fairness and justice.In order to solve the problem of public cultural services supply inequality,academia has carried on the extensive discussion and exploration,the research achievements of equal basic public cultural services becomes lucrative.But in general,there are more theoretical research than empirical research,and more research on the whole country than local focus,lack of research taking cities as the research objective.In order to implementing the spirit of central principle about cultural development and the practice of the public cultural service system construction,meeting the minimum demands for basic public cultural services,through field investigation,this paper examines equal basic public cultural services of Xiangtan city in Hunan province in advance of the achievements and problems,and combining the predecessors’ extensive research and analysis the reasons,and put forward countermeasures of promoting equal public cultural services.This article is divided into five chapters,the first chapter mainly expatiates the background and significance,and then reference status quo at home and abroad for reference;The second chapter,the concept is defined,illustrates the important of equal basic public cultural services and connotation;The third chapter,combining with the existing literature,the achievements in promoting equal basic public cultural services in our country’s is summarized,and the achievements in Xiangtan city is also discussed;and analyzes the problems existed while the process that Xiangtan city promote the basic cultural services equalization and the main reasons.The fourth chapter made a summary,and put forward propulsion prefecture equal basic public cultural services put forward main countermeasures for the national basic public cultural services.
