| With the full brunt ofthe wave of marketization,globalization and urbanization followed by the implementation of the reform and opening up policy since the end of last century.China has been undergoing a huge change and proceed into a period of great transformation which never happened thousands of years before.Urban and rural society is experiencinglabour pains caused by structure,system and policy adjustment.The problems of urban spatial expansion and system capacity expansioncoexistence,the phenomenon of rural empty and governance crisis affect each other,especially in minority areas of our country,the phenomenon of disability,disorder,and anomie of Rural governance are widespread whichbecome the focus of political,academic and community.Facing such problems,most of us naturally come up with variety of governance ways and consider their governance functions.Review human long history,the rule of rule of rites,rule of virtue,rule of religion and rule of lawhave played different governancerole in different historical of every civilizations whichmeans they all have tool values without any doubt.Based on such consideration,this study establishes a research theme from the microcosmic perspective to explore the governance value of Etiquette and Customsin the traditional customs and customary resources of Dong nationality in Tianzhu County of Miao and Dong Autonomous Prefecture in Qiandongnan.What’s more,the theme of the study is determined also by another hypothesis or fact that China’s two thousand years of tradition was mainly dominated by Confucianism and it will be replaced by the Rule of Law in the future,so thesociety now is in the transitionperiod from the rule of Rites to the rule of Law.At present,a government and a society even a Country ruled by law has not fully completed yet,so the governance value of Etiquette and Customsnot only could not be lost,but also should be excavated and promoted.The content structure is organized as follows: The full textconsists of five parts.The first part is introduction,it mainly explains the reason for choosing the topics,the methods,ideas and the significance of the research,summarizes and analyzes the existing point of view of academics.The second part is definition of related concepts and the analysis ofbasic theory,discussing the differences and connections among Etiquette and Customs,Folk-Custom,Moral,Legal Institution andCulturebased on explaining the concept of Rites,Custom and Etiquetteand Customs,thenanalyzing relevant governance theory about Autonomous Theory,Good governance Theory and Participatory Governance Theory.The third part is the case analysis,it mainly introduces the Dong nationality and its customs in Tianzhu County,besides,the intrinsic value of harmony,friendship,honesty and filial piety contained and the external function of cohesion,maintain,education,regulation,etc.in the Dong etiquette and customs is also summarized in this part.The fourth section analyzes the performance and causes of the weakgovernance in Dong village,TianzhuCounty.It firstly analyzes the governance crisis from the four problems of the Dong village in security instability,lack of filial piety,indifference and identity dilute,then analyzes the reason of weakened rural governance capacity from disorder,anomie,disability three levels.In the last part,constructive suggestions is proposed to promote the process of legalization of social governance and give full play to the governance value of the traditional etiquette and customs of the Dong nationality,combined with the actual situation and weak governance capacity of Dong nationality in Tianzhu County. |
