| In recent years,China has been paying more attention to the practice of government procurement in producing and supplying public services.The report of the 18th National Congress of the Communist Party of China made the overall layout of "five in one" for socialism with Chinese characteristics.It can be foreseen that accelerating the construction of the government purchase of public cultural service mechanisms and promoting the participation of diverse entities in the supply of cultural products will be a key task in building a public cultural service system for a long time to come.This paper sorts out the internal logic of the government purchase of public cultural services,and believes that government purchase is an essentially ideal response mechanism for multi-appeal.The government’s public response appeal and functional change appeal,citizen’s public service quality appeal,social organization’s legitimate and developmental appeal,as well as corporate’s influence appeal and risk appeal are aggregated through government purchases and effectively managed to promote the formation of an ideal mechanism.Previously,the central and local governments have issued corresponding policy documents,and have made standardized arrangements for promoting the government to provide public cultural services in the form of purchase.Various localities have also carried out their own unique practices.The article analyzes the case of Jiangsu’s local government purchase of public cultural services.From the perspective of the government,the social subject and the public,the article analyzes their behavior and motivation in the process of the government’s purchase of public cultural services.At the same time,the article maintains that although the Jiangsu practice has achieved certain results,it has not fully responded to the demands of all subjects.There is still a certain gap between the actual operation and the ideal state.The reason lies in the operation level,which is the lack of guarantee,subject competition and performance evaluation.And there are hidden reasons such as the government’s dislocation,the absence of social organizations,and the loss of cultural enterprises.It will take time for the local governments in Jiangsu to promote the purchase of public cultural services from cultural companies and social organizations.This paper quotes the practice of local governments in Zhejiang Province and summarizes three major differences between the Zhejiang mode and the Jiangsu mode:substituting for awards by paralleling spiritual and material rewards,financial input with multi-channel protection and scientific assessment with detailed performance evaluation.In order to make the government purchase on public service mechanism better and play the role as a multi-appeal response mechanism,this article puts forward suggestions from three aspects:the government,the undertaking subject,and the citizens.As a buyer of public cultural services and a leading builder of public cultural service systems,the government should establish service awareness,cooperation awareness,and professional awareness.It has to improve the construction of policies and regulations,give more financial investment,and give full support to the growth of social organizations.The government should raise the level of supervision and evaluation.For cultural enterprises and cultural social organizations,they should take an active part in social responsibility,strengthen their own management,and improve the professional level of cultural services.For the citizens who are the users of public cultural services,it is the only way for them to move toward modern citizenship by maintaining public feelings and promoting public participation. |
