Research On Measures Of The Purchase Of Public Cultural Services By Qixia Municipal Government

Public cultural service is one main content of public services.Strengthening public cultural service to improve the level of government public service can not only enhance the country’s soft power,but also the country’s comprehensive competitiveness.In recent years,by purchasing public cultural services,the government has strengthened the construction of public cultural services,guaranteed the people’s cultural rights,and realized the major innovation of government work.Therefore,the research on the purchase of public cultural services by local governments in the new era is a positive response to the requirements of the party’s cultural construction,as well as an inevitable choice to improve China’s public cultural service system.Based on this background,through the definition of government purchase of public cultural services and other related core concepts and the introduction of the basic theories,taking Qixia government purchase of public cultural services as the specific research object,this paper uses the methods of literature research,case analysis,questionnaire survey and interview to analyze the relevant situation of Qixia government purchase of public cultural services,makes a comprehensive analysis,summarizes the achievements and experience of Qixia government in purchasing public cultural services.First,it focuses on the main problems of government purchasers,enterprise undertakers and public participants in purchasing public cultural services.Then,it analyzes the reasons from the aspects of imperfect legal system,lack of effective supply guarantee mechanism,and need to change ideas.Finally,it puts forward the corresponding measures from the aspects of perfecting the legal system,establishing the guarantee mechanism,establishing the correct administrative concept and participation consciousness.Through the research on the problems,reasons and measures of the purchase of public cultural services by Qixia government,hope to provide reference and help for other similar county-level governments in China,so as to improve the important role of the construction of public cultural services in promoting economic development and social harmony.
