The Research On The Practice And Contemporary Value Of Rural Social Governance In The Shaanxi-gansu-ningxia Border Region

The Shaanxi-Gansu-Ningxia Border Region was once the gener al rear of the Chinese Revolution and the Communist Party of China.Most of the ideological theories and practical experiences of the Party governing the country and government were derived from or matured in the Shaanxi-Gansu-Ningxia Border Region.The effective thought and practice of rural social governance also came into being and developed in the Shaanxi-Gansu-Ningxia Border Region.The third Plenary session of the 18 th CPC Central Committee proposed to “perfect and develop the socialist system with Chinese characteristics”.To promote the modernization of the national governance system and governance ability,it is necessary to realize the modernization of social governance in the vast rural areas accordingly.19 th CPC National Congress of the Party has also put forward the “implementation of the strategy of rural revitalization”.In essence,it shows that the modernization of rural social governance is an important component of rural revitalization.The study of the rural social governance in the Shaanxi-Gansu-Ningxia Border Region is of great significance not only to strengthen the basic research of the rural social governance in the Shaanxi-Gansu-Ningxia Border Region.And for the guidance of the New Era of China’s rural social governance practice of the smooth advancement of reference significance.The main contents of this paper are divided into five parts.The first part,the introduction theory,mainly discusses the significance of the research,the research situation,the methods,the main conten t and the innovation point of the research.The second part,the rural social governance thought of Lenin and the rural social governance thought contained in the traditional Chinese culture.The third part,the main contents of the rural social governance in the Shaanxi-Gansu-Ningxia Border Region,is divided into four aspects: one is to build a strong leadership organization of rural social governance through strengthening the construction of rural organizations and the construction of cadres;The other i s to solve the social problems in the countryside,such as bandit disease,smoke and poison,two-stream,displaced victims,women’s rights and so on.Third,actively carry out the movement of rent and interest reduction and land reform,the movement of pro duction and the movement of “the Eleventh Movement” and other rural social governance movements;Fourth,strive to develop all kinds of cultural,educational,medical,health and sports undertakings in rural areas,and attach importance to the work of soci al security and ecological environment protection in rural areas.The fourth part,the Shaanxi-Gansu-Ningxia Border Region,is achievements and limitations of rural social governance.On the one hand,the rural social governance has been consolidating the r uling foundation,stable social environment,improve living standards and promote the production of revolutionary career achievements;on the other hand,system level is not high,the work mode of existence deviation,governance at the lower level the leve l of historical limitations,we need to a scientific understanding of its contemporary value.The fifth part,the rural social governance in the Shaanxi-Gansu-Ningxia Border Region.The rural social governance has a lot of experience,including the leaders hip of the party is the political guarantee of rural social governance,the mass line is an important weapon to rural social governance,democratic autonomy is the rural social governance The effective form,participating in the path to success is the rura l social governance.These experiences in our practice of social governance in rural areas in the new era,we must adhere to the leadership of the party,to maintain close ties with the masses,pay attention to propaganda and mobilization,enhance the abil ity of the parties involved,to the smooth progress of China’s rural social governance modernization.
