To promote Government Purchasing Public Services From Civil Social Forces is one of the important reform tasks determined in the Third Plenary Session of the Eighteenth. It is also a key m easure for the function change and decentralization of th e government. It takes the function orientation of the government, market, society as the theoretical basis. It gives full play to the m arket mechanism to integrate and utiliz e social re sources, effectively increase the supply of public goods, and improve the quality and ef ficiency of public services by governm ent purchasing services. This paper ar gues that it m ust renew the idea, unify understanding, bold exploration, and seek practical results to prom ote our city government purchasing services, which has important significance to prom ote the modernization of governance sys tem and management ability,and to help construct the service type of city government.This paper starts from the concept of G overnment Purchasing Public S ervices From Civil Social Forces, using research m ethods of literature anal ysis, policy analysis, on-the-spot investigation, quantitative analys is to m ainly investigate the content of purchasing services, the size and channels of funds and the purchasing methods, This paper thoroughly investigates the basi c situation of W uhan city government purchasing service from civil s ocial forces and the achievem ents. Analysis s hows that it m ainly has f ive problems in our city governm ent purchasing service from civil social forces, such as th e low proportion of purchasing public services, the im plementation effect of too m any "government buy posts" is not ideal, buying patterns and processes should be m ore standard and perfect, the work of purchasing services lacks of ef fective evaluation and supervision, and local social or ganizations lack of capacity to provide public services. Combining with th e specific situation of our city and th e experience of the western developed countries and dom estic advanced areas, we put forward four aspects of measures to further promote Wuhan city government purchasing services from civil social forces, such as clearing the tar get and task of governm ent purchasing services, implementing the main responsibility and the responsibility of management, deepening the reform of institution classification, and perf ecting the related m echanisms in government purchasing services. As a stage of research, this thesis strives to closely linked to policy, based on the reality, aim at the fr ont-end, focus on the long term, in order to provide decision-making reference in promoting the work of our city governm ent purchasing services.
