Research On The Government Purchase Disabled Services From Social Organizations

Due to the reform and opening up,the speed of industrialization process becomes faster,our country has been becoming the second largest economic entity in all the world.In our country,all kinds of industrial accidents and traffic accidents result in the number of disabled people is increasing year by year.In 2006,there were 82.96 million disabled people in our country,it account for 6.34%of the total population.The government predicts that the number of disabled people in China will reach 165 million by 2050,it will account for 11.3%of the total population,Huge disabled population size takes challenge to the construction of the disabled public service system in our country.In spite of the government as the disabled product supplier,it plays an important role in this type of public offering products.The government do it's best to supply services is not satisfied with the growing demand for the disabled people.In order to better meets the need of the disabled people and achieves the goal of the service-oriented government,the government tries to purchase disabled service in social organization.This is a new way to provide the services,the can not only help government effectively and maximize benefit to supply disabled services but also provide more diverse and more human service content for the disabled people.Since the central government released the document that the suggestions of doing well work in the government purchasing disabled services in 2014.The scholars focus their study on the government purchasing disabled services.Meanwhile,the local governments have tried purchasing the disabled services from social organization.For example,the Nanjing Pukou government does well in purchasing disabled services.However,there are some problems in it.Such as,the government lacks of implementation specification in the process of purchasing,the number of social organization is few and the ability of social organization to undertake services is small and weak,the purchase way is singleness and the government do not well in the procedure,the organization does not well in disabled services and few peoples take part in this services,supervision and evaluation mechanism is not sound.This paper analyzes problems that exist in government purchase of disabled services from three angles,government,supply parties and customers.In order to learn some successful experiences,the author studies the United States,Sweden,Taiwan and Hong Kong government's successful experience of purchasing disabled services.Then,the author puts forward some suggestions.Firstly,the government should sound the purchasing rules and regulations.Secondly,the government should cultivate different kinds of social organizations to supply the disabled services.Thirdly,the government should optimize ways and processes of government purchase disabled services.Fourthly,should reform the government's concept in helping the disabled.Fifthly,the government should perfect the supervision and evaluation system about purchasing disabled services.
