Research On Government Purchase Of Public Service Systematic Construction

Government purchase of public services in China began in the 1990s,it has ten years in the process of exploring,constantly enrich the content of the government purchase,the way gradually diversified,the purchase specification constantly improved.With the rapid development of society and economy,the government purchase of public services has become an important way to promote the transformation of government function,social governance innovation,and improve the quality of public service,at the same time injected new vitality for the benign development of society and economy.In this paper,we study on the basis of related theory from China and the western,involving the Public Choice Theory,the New Public Management Theory,the New Public Service Theory,the Third Party Governance Theory and the Theory of Socialist Market-Oriented Economics.Implemented from local pilot exploration to the process of throughout the country,the government purchase of public services in China has made remarkable achievements,but also exposed many problems.Due to the lack of special laws and regulations,relevant provisions binding;unbalanced development between different regions and narrowed buy range;lack of the system of performance management,ambiguous off-take party responsibility;social organization develops slowly,limited cooperate with the government.Government purchase of public services in China has achieved significant success and outstanding problems.In this situation,comprehensively deepening reform puts forward new requirements,and makes clear the overall goal of institutionalized construction.At the same time,the government should clear position,grasp the overall direction;the social organization should clarify the relationship between the government,pay attention to own construction.According to the requirement of central government policy documents,this paper put forward some basic countermeasures to improve the system of government purchase of public services.In addition to draw lessons from foreign experience,the government and social organizations should work together.The government should build a sound system of laws and regulations,set up the purchase list,market access system,the budget system,bidding and purchasing system,supervision and management system and the system of performance evaluation.
