In recent years, a number of policy moves have been taken in the environmental policy areas, which have made considerable social concerns to the environmental policy making, practicing and developing. The environmental policy change is not a contingency procedure, a certain degree of driving mechanisms and operation rules are behind it. Based on the Advocacy Coalition Framework(ACF), policy learning is a crucial way to policy change, and as the major form of policy learning, government learning is automatically become the important field and key point in it. Therefore, the discussion of government learning has more theoretical significance and practical value than othersThis article uses many research methods such as case, comparative study method and literature study method also summarizes the government learning types and characters in the policy of Green Building Evaluation Standard, Air Pollution Prevention and Control and Urban Living Garbage Management based on ACF, and also sums up the advocacy coalition forms, structures, and its belief changes, especially analyses the government learning path and its corresponding impacts to policy change. The study indicates that there are many different kind of advocacy coalitions in environmental policy subsystem whose follows different belief systems, and the coalition roles and structures will change by that belief system; besides, at different periods of policy change, the government learning contents and key points are different, and correspond to diverse policy concepts and developmental practices, government learning is a critical impetus which ultimately determines the properties of policy change. The paper also shows that related factors such as external event, policy forum, policy characteristic and policy network structure will influence the belief system of government dominant coalition and its learning behaviors, which led to different learning affects. However, the government learning is defective and inadequate since it is still lack of learning mechanism innovation and environmental optimization, the policy implementation mode needs to be improved which results in the deficiency of a wide range of social learning activities. Therefore, government learning should be targeted precisely, and measures should be taken from the learning form adjustment, learning mechanism establishment, and the carrier reinforcement, which will be used to improve the government learning efficiency, and make it a greater role in policy change.This paper takes the perspective of government learning, and provides the way in which policy learning has influenced and promoted policy change and analyzes the main existing problems in it, which is in favor of making clear of its direction and emphasis, and also increase momentum for future's policy change.
