The Study On The Change Of China's Water Pollution Control Policy System From The Perspective Of Policy Learning

In recent years,China's water pollution prevention policies and related policy initiatives have become more frequent,which has also led to more social concerns in the formulation,implementation and reform of water pollution prevention and control policies.The reform of water pollution prevention and control policy is not an accidental phenomenon.There is a certain driving mechanism behind it.The reform process also has certain characteristics.According to the framework of the advocacy alliance,policy learning is an important way to promote policy change.In other words,Policy learning is based on the results of previous policies and the latest information,so that the goals of the policy and the way the technology can be tried to better achieve the final goal of the policy.Traditionally,policy change is often understood as the result of a social conflict between parties or is radical,or merely a gradual adjustment of early policies.The policy learning perspective changes the policy change from the perspective of the original conflict-oriented theory.The policy reform is regarded as the motivation for the policy learners to actively supplement or enhance their legitimacy.In a certain environment,the decision-making participants choose to actively explore and pursue.The process of new policy options and policy concepts.According to the policy learning content,combined with Defries and Bennett's analysis of the classification and content of policy learning,this paper divides the dimensions of policy learning into three levels,namely,the policy tool dimension at the micro level and the policy structure dimension at the middle level.And the dimensions of policy ideas at the macro level.The three dimensions move forward to promote policies to a higher level.This paper takes the water pollution prevention and control policy as a case,and uses policy learning as a theoretical tool to study the reform process and learning rules of China's water pollution prevention and control policies.According to the "Water Pollution Prevention Law" and other policies as a symbol,it is divided into three historical stages: the "Policy Tools Diversification" Pioneer Water Pollution Prevention and Control Policy System(1984-1996),and the "Policy Structure Systematization" to Improve Water Pollution The prevention and control policy system(1996-2011),the ” policy concept ecologicalization” innovative water pollution prevention and control policy system(2012-present).It is concluded that China's water pollution prevention and control policies show the continuous optimization of policy tools,the continuous systematization of policy structure,the continuous modernization of policy concepts,and the transformation characteristics of ecologicalization.Finally,the improvement direction of the future development of water pollution prevention and control policies is obtained.Analysis of the reform process of water pollution prevention and control policies through the perspective of policy learning can help the domestic policy field to clarify the inherent logic of policy development,especially the environmental policy issues can be well resolved,promote the continuous improvement of the policy system,and enhance the country.Strengthening the level of governance and reaching a grand blueprint for national rejuvenation as soon as possible.
