Institution post setting management is an important part of the institution personnel system reform,is a basic personnel management system,is the foundation and core of personnel employment.Post is the link and bridge to accomplish the task of organization,to achieve the cause and common development and progress.The quality of its establishment and management,determines the enthusiasm of staff initiative and creativity,affecting the quality and level of career development.Classification of institutions,pension insurance system reform,the establishment of corporate governance structure,the abolition of schools,research institutes,hospitals administrative level,exploration of higher schools,public hospitals are no longer included and promote,the implementation of environmental management of post setting and personnel recruitment system are fundamental changes.In Gansu province has not been completed "after perfect" tasks,facing the pressure of comprehensive reform.And also facing challenges into the organization management.It is urgent to solve the problems of personnel management in Gansu Province,to solve the problems of post management and personnel recruitment,to tap the potential and advantages of the system,and to promote the common development of the cause and personnel.At present,Gansu province institution "according to position" has not yet achieved,post is still based on the establishment.competition does not fully implemented,staff can not completely solve the problem remains;according to the post employment is still not standardized,more personnel than work available phenomenon is still serious;contract management flow in the form of management according to law,standardize management has not yet been implemented;management is relatively backward,lack of power to further deepen the reform and standardize the management.The emergence of these problems,the reason for this,there is a long history of the party and government organs of personnel management legacy;there are problems in the implementation of the post setting management system in Gansu province.The author believes that There are three main reasons for these problems :1: is that people's ideas have not kept pace with the pace of the reform of personnel system in institutions,set up management posts,the personnel system is not enough awareness to 2:The use of strategic management,strategic human resource management,job analysis,theory of management and post matching,tools and methods is not enough,the lack of means of scientific management;3: the reform of institutions is split forward,the comprehensive reform has not yet formed a force.In order to solve these problems effectively,the author learned that the British,American public sector personnel management practices,With reference to the successful experience of Shanghai city institutions implement employment system has the beneficial exploration,Zhejiang province institution established by the mechanism of “neng shang neng xia”,and analyzes Beijing city colleges and universities,public hospitals are no longer included in the preparation of management brought challenges.On this basis,the author designs the path optimization of Gansu province post setting management institutions: A is to change the thinking,stimulate reform power;B is the introduction of the scientific method,improve the management capacity;C is to pay attention to motivation,potential mining personnel;D is a solid basis for the work,the establishment of scientific post;E is a dynamic management post,adapt to the development;6 is the reconstruction work procedures,improve work efficiency.The fundamental purpose is to solve the institutions post setting management work in question Title,lay the foundation for personnel recruitment system,to promote the employment of personnel scientific,institutionalized,standardized,mobilize the enthusiasm of the staff of institutions,initiative and creativity,and promote the cause of common development.
