'Good Cooperation' Or 'Responsibility Avoidance':Study On The Effectiveness Of The Pension Services Supply By Multi Subjects

At present, with the increased life expectancy and the number of the elderly population, it shows fast and aging characteristics during the aging process in our country. As to the phenomenon of fewer children and 421 family structure, the traditional family pension mode has been unable to meet the growing needs of the elderly. In recent years, our government continued to promote the development of the aging cause, issued various policies and regulations, and gradually establish the old-age security system, with the combined efforts of government departments, social organizations, market, families and individuals. The social pension makes up the role of family members, transfers the children pension responsibility to common responsibility of the whole society, thus causing more subjects to participate in the pension services, which makes the pension service provider towards the direction of diversification development.With the development of society and economy, besides the need of physical and economic aspects, the elderly hope for health care, spiritual comfort and so on. And it is a certain trend that pension service will be more diverse in the future. Based on the theory of social emboldens and welfare pluralism, the author reveal whether the diversified pension service provider is able to meet the growing demand of the elderly or not in our country, and explore the real internal division of labor and cooperation among different subjects based its own position.Based on the related literature, the author makes an empirical research on H Street of Xuhui District in Shanghai, makes conduct interviews with the old service personnel and the elderly, knowing the actual pension service level received by the elderly, reveals that the welfare providers subjected to government performance thinking faces with the asymmetry of rights and responsibilities, leading to inefficient multiple welfare, and then put forward that our county should implement independent premise of partnership, clear functional positioning and social division of labor, thus making some appropriate reflections to the Welfare Pluralism theory.
