Research On The Organizational Ethics Of Local Government Information Release

Government information release is an important part of the government information disclosure, it is an important embodiment of the government to change their functions to build a service-oriented government, it is also an important guarantee to achieve the public interests and protect the rights of citizens. Government information as a kind of public resources should be prompt, just and openly to the public, especially in the information age, information itself means a great interests, the local government should perform the duties of the information release when the information involves the interests of the public. Because the system is not perfect, the value of administrator deflective, especially in the absence of organizational ethics, the local government still has many problems in the information release.This article from the perspective of administrative organization ethics, and through the field survey, to explore the dilemma of organizational ethics in the local government information release. Through the research and analysis, the local government information release have many dilemmas of organizational ethics, such as the ethical value conflict, role conflict, trust conflict, and rights conflict. These reasons of the dilemma of organizational ethics in the local government information release mainly include:the traditional official consciousness limited impact, the administrative organization ethics of internal control is weak, the low level of administrative organization ethics legalization, the supervision of the administrative organization ethics is not perfect. Finally, through the establishment of the ethics objectives and principles of the local government information release, we should improve the administrative organizations and administrators' ethical autonomy, strengthen the administrative organization ethics construction, improve the level of administrative organization ethics legalization system, perfecting ethical supervision system to prevent the abuse of power to resolve the dilemma of organizational ethics in the local government information release.
