Study On The Administrative Ethics Difficulties Faced By Chinese Government Officials And The Countermeasures

At present,China is in a period of social transformation,and social problems are complicated.As an administrative ethics individual,civil servants in the daily work are the process of value selection,balance and distribution according to ethical norms.Under the new situation,civil servants face many challenges,and there are many administrative ethical issues involved.The administrative ethical dilemma is a universal problem faced by civil servants.The administrative ethical dilemma reduces the administrative ethics of civil servants,and what the society needs is a civil servant with strong administrative ethics ability to serve the public,so as to meet the development needs of building a service-oriented government in the new era.Therefore,it is a positive and meaningful topic to explore the dilemma of civil servant administrative ethics and then to crack it.In the academic world,scholars have long paid attention to the issue of civil servant administrative ethics dilemma,but there is little in-depth analysis of the causes of civil servant administrative ethics dilemma.This paper starts with the manifestation of the common administrative ethics dilemma of civil servants,and analyzes the ethical dilemma of the conflicts of administrative responsibilities faced by civil servants,conflicts of reason and jurisprudence,conflicts of value orientation,and conflicts of ethical standards.The reasons for the lack of administrative ethics system and the influence of administrative ethics environment are deeply analyzed.Based on the experience of civil servant administrative ethics construction in western countries,this paper puts forward three directions for government civil servants to break administrative ethics: cultivate administrative ethics culture,improve administrative ethics,promote administrative ethics legislation and ethical institutionalization,and create a good administrative ethical environment..Through the study of how to solve the civil servant's administrative ethics dilemma,it is expected to provide reference for the reform and construction of the administrative ethics of civil servants in China.
