Reach On County Territory Government By Law Under The Phenomenon Of New Acquaintance Society

County territory government by law is a local administrative region legal construction promoting activity which regards government agencies as the core and other main bodies as the assistance under the larger frame of constructing “a country under the rule of law” by central government.County territory government by law is deeply influenced by specific social characters.At present,the majority of our county territories have hatched the so-called “new acquaintance society”.“New acquaintance society” is a transition stage of the lurking,transferring and changing of some rules of acquaintance society during the period of social transition.“New acquaintance society” has close connection with county territory government by law in region,resource,institution and other aspects.In this paper,the legal constructing practice of SX county is adapted as the sample of empirical analysis and analyzed through sociological analysis to try to find the influence of new acquaintance society.The legal constructing practice of SX county has experienced the subjective fission,objective fission and content fission etc.The main reason that leads to such problems is the the neterogeny of interacting logic,interpersonal relationship and social dispute resolution rules.According to the domestic theories of county territory government by law,there are many limitations existing in the present county territory government by law,County territory government by law under nationalism,County territory government by law under regionalism,county territory government by law under acquaintance society etc.,especially they cannot adapt to the social situations.In this paper,it is believed that the purport of realizing county territory government by law is reconstructing the social trust system;in the aspect of detailed methods,social-rebuilding and the legal construction should be operated at the same time.The purpose of social reconstruction is to construct civil society and dynamic society.The core part of the task is focusing on the trust system construction under the theory of governing by law,overcoming the situation of “knowing but not closely understanding” in new acquaintance society and the shortage of lacking trust between different people.In the county territory construction process,the core task is building grass-roots courts into the core body of it.The judicial functions of courts should be strengthened and judicial authority should be established.We should also strengthen the specification of state laws on social behaviours to prevent the objective fission of judicial construction.The dispute resolution system should also be rebuilt.At the same time,the related state laws should also be strengthened,optimized and workable,which will achieve the expectation of rebuilding of county territory judicial culture ultimately.Legal construction of county territory is a long-term,complicated and formidable multidimentional systems project in the aspects of country,economy and society.It is better to say that new acquaintance society provides a challengeable social environmental opportunity for legal construction of county territory rather than it causes troubles on it.
