The right of equality is not only a fundamental principle stipulated in our Constitution,but also a fundamental right given to our citizens by the Constitution.In the field of education,the right to education,which is a constitutional basis for citizens to enjoy the administrative functions,to provide citizens with equal opportunities for learning and conditions,through the acceptance of good education to obtain equal and appropriate survival and development,is constitutional rights?The combination of the right to equality and the right to education creates an equal right to education for our citizens.In today's era,the citizens' idea of the equal right to education has long been deeply rooted in people's mind.In reality,however,the equal right to education of citizens does not make citizens feel fair,and constitutional rights are not effectively transformed into citizens' actual rights in the course of their implementation.On the one hand,China's current education system does guarantee the full realization of the right of citizens to education,but at the same time we should also see that in the current education system,especially higher education resources due to regional and economic development level differences caused by the configuration unbalanced,which result in the equal inequality of our citizens' right to education.This inequality is manifested in the inequality of citizens receiving higher education opportunities.If we can not take reasonable measures to alleviate and eliminate this inequality,in the long run,which will inevitably lead to a series of social problems.Moreover,it is not conducive to the construction of a harmonious society,but also it is opposed to the idea which the central government proposed that every citizen can feel the idea of fairness and justice.Therefore,it is necessary to study the problem of uneven allocation of higher education resources from the perspective of citizens' equal education rights.This paper will study the inequality of higher education resources from the perspective of citizens' equal education right,which is divided into the following four parts: The first part mainly discusses the equal rights of citizens and the allocation of higher education resources.Firstly,through the equal rights and the relationship between equal rights and the right to education,it discusses the connotation and significance of the equal right to education,which can lead citizens to accept the importance of higher education to individuals,to society,and to highlight the need to protect citizens' equal access to education.Secondly,it discusses the relationship between the equal right to education and the resources of higher education,and then leads to the principle of improving the efficiency of resource allocation and guaranteeing the equal right of citizens to education in the course of carrying out the allocation of higher education resources.The second part discusses the current situation of the imbalance in the allocation of resources in higher education from the perspective of equal education rights and the reasons for the emergence of these present conditions.In the third part,the author analyzes the typical measures taken by the developed countries in coping with the imbalance of the allocation of higher education resources,and then makes a comparative analysis to take effective measures for ensuring the equal rights of citizens in education in China.The fourth part mainly focuses on the current situation of equalization of the allocation of higher education resources in the protection of citizens' right to equal education,and puts forward some suggestions such as legislation and judicature.
