Research On Reformation Of Campaign-Style Governance In Jail Management

Researches on campaign-style governance has changed from the whole society area to ecological environment governance,pornography,major accidents and special treatment,the reform of the administrative system and other specific areas in academic circles.Although it was widely criticized because of its drawbacks,this kind of governance mode was still frequently used,which has complicated reasons and rich soil.This article will focus on the applicat ion of campaign-style governance in prison management as a specific field.Take “contraband and illegal goods special settlement activity in 2015” for example,this paper analyzed its effectiveness and drawbacks in actual management,and explored the advance pathway of campaign-style governance in prison management.This paper consisted of four parts: the first part summarized the advantages and disadvantages of campaign-style governance through review the connotation,characteristics and governance mode,process,reasons of campaign-style governance.The second part analyzed the current situation of the application of campaign-style governance in prison management.It analyzed that prison management carried out activit ies in accordance with the established procedure of campaign-style governance,which reflected the path dependence on campaign-style governance.The third part analyzed the drawbacks of campaign-style governance in prison management through combined with the actual situation of the prison,these drawbacks included: firstly,it existed the phenomenon that incent of campaign-style governance init iated was not differentiated between Party and government and the key is not clear;secondly,the sense of participat ion in the governance was indifference,tire out to cope with campaign-style governance,so it is difficult to implement and rectified the problem effectively;thirdly,it existed the conflict between and the conventional rules,which weakened the normativeness of conventional system,human capital invested in campaign-style governance was deviated from implementat ion process and bureaucracy,this was not only a waste of human resource,but also unfavourable to the scientific design of internal prison management and the construction of professionalized prison police team;finally,the governance result was often a temporary palliat ive,and lack of stamina continuity and persistence in the effectiveness of governance.The fourth part was the reflection of campaign-style governance mode in prison managem ent and point ed out some reformation advices,including: the improvement and systematizat ion of laws and regulations,specializat ion and standardization of prison police team,enhance the ability of grass-roots prison management.
