The Study On Campaign-style Governance In The Field Of Urban Management In E City

"The overall goal of deepening the reform comprehensively is to improve and develop socialism with Chinese characteristics,and to promote the modernization of the national governance system and capacity." Proposed at the Third Plenary Session of the Eighteenth Communist Party of China Central Committee.The essence of the development of national governance system towards modernization lies in the institutionalization of governance.With the rapid development of urbanization in China,the scale and functions of cities are constantly expanding,and the contradiction between limited urban management resources and increasingly heavy urban management work is gradually highlighted.The reform of urban management system is particularly important in comprehensively deepening the reform.In response to various emergencies in the reform process,the government often adopts the "top-down" mode of campaign-style governance to ensure the stability of the overall social development environment.Campaign-style governance is an abnormal governance means,and it has the characteristics of high efficiency,speed and pertinence.Campaign-style governance has been widely adopted by Chinese government departments in the practice of urban management,and it can often produce an immediate effect when solving some problems that have long been unresolved,the masses pay high attention to,and social contradictions are acute.However,in the practical application of campaign-style governance,there are some disadvantages,such as weakening legal authority,high cost of governance and easy rebound of governance results,which make it unable to adapt to the overall requirements of deepening reform in China.Therefore,this paper argues that the traditional campaign-style governance is no longer suitable for the current complex social governance situation in China,which should be properly transformed and optimized.In the research of this subject,the author consulted and collated a lot of domestic and foreign relevant information.This paper first clarifies the relevant concepts and theoretical basis involved in the research,briefly describes the development process and characteristics of campaign-style governance in China,and then analyzes the reasons for the emergence and long-term existence of campaign-style governance in China.Specific to the field of urban management,the author selected the application examples of campaign-style governance in urban management of E city in the past two years.One example is the environmental improvement work along the highway in the daily management work,and the other is the prevention and control work of African swine fever.By studying the practical cases,this paper deeply studies the application mode and effect of campaign-style governance in the urban management practice of E city,analyzes the positive effect of campaign-style governance on the urban management work,and points out the drawbacks.Finally,from the aspects of perfecting laws and regulations,paying attention to daily governance,strengthening communication and collaboration between government departments,and improving emergency response mechanism,this paper explores ways to optimize the transformation of campaign-style governance in the field of urban management in China.
