Shenzhen Upgrade The Policies Of Forbidding Motorcycle And Restricting Electricity Changes Research

With the development of society,transportation science & technology has been developed rapidly,residents' demand for travel is increasing,and travel tools are also increasingly rich.However,there are some unsettle problems existing in urban transportation planning.Distance between residential areas and public transport sites is also a problem.And some residents cannot pay for a motor vehicle.Therefore,electric car has been favored by many residents in Shenzhen with its high cost and convenience.At the same time,state laws and regulations on the management of electric vehicles,such as the standard for production of electric vehicles etc.are not perfect,which result in more chaotic electric car management.And residents drive electric cars causally,and seriously violate traffic rules,causing the frequent electric car accident and great losses to the lives and property of the residents.In order to deal with security risks brought by electric vehicles in the city,since 1993,relevant departments of Shenzhen have began to tighten the registration of the motorcycle.Since then,policies about forbidding motorcycle and restricting electricity have been regulated over 20 years.In 2005,Notice of Prohibiting Motorcycle Traffic in the Interior Area of the Special Zone(Shenzhen PSB Notice#[2005])was issued by the Shenzhen Municipal Public Security Bureau.In 2006,Notice of Restricting the Travel of Motorcycles in Longgang,Baoan(Shenzhen PSB Notice[2006]#2)was issued.In 2010,Notice of Restricting the Road Traffic in the Outer Sub Region of the Shenzhen Special Economic Zone(Shenzhen PSB Notice#[2010] was issued.In 2012,Notice of Restricting Motorcycle Road Traffic in Baoan,Longgang,Pingshan District and Guangming,Pingshan Area(Shenzhen PSB Notice[2012]#2)was issued......In 2016,Notice of Restricting Electric Bicycles in Some Road in Shenzhen(Shenzhen PSB Notice[2016]#73)was issued by the Shenzhen Municipal Public Security Bureau.Considering from the point of view of forbidding motorcycle and restricting electricity issued by the government,the range changed from the original SAR to outside of the original SAR,and the law enforcement efforts were also increasing year by year.As a result,the rules about forbidding motorcycle and restricting electricity issued byShenzhen government are constantly upgrading.From the social development and the wishes of the residents for various reasons,this paper explores the background,reasons and problems of policies of forbidding motorcycle and restricting electricity.Then,it collects and sorts out the relevant documents about forbidding motorcycle and restricting electricity of Shenzhen city,refers to the investigation report of the traffic police bureau of Shenzhen Municipal Public Security Bureau and all kinds of documents.Through logical analysis,comparative analysis,literature reading,this paper aims to explore the reasons that the government of Shenzhen upgrade the policies of forbidding motorcycle and restricting electricity,and finally puts forward some suggestions on Shenzhen traffic planning.
