A Research On The Effects Evaluation Of Motorcycle Restricted Traffic Management Policies In Baotou

In recent years,the modernization of national governance system and governance capacity has become a new direction of the reform and development of the government's social governance mode.As a microcosmic embodiment of the national governance capacity,various public policies,especially the local government's public policies,reflect the level of local government's governance capacity.The research and discussion of microcosmic public policies are not only conducive to the specific policies of the government to better serve the society And the masses will also contribute to the overall construction of the modernization of national governance capacity.The policy of restricting motorcycle traffic in Baotou has been implemented for 12 years.There is a big gap between the traffic environment,socio-economic level and travel conditions when the policy was made and today.In particular,during the outbreak of novel coronavirus in the country,individual motorbike travel is encouraged in some areas,showing that motorcycles as personal vehicles occupy fewer road resources,and they are more economical and flexible in daily commuting.As a public policy in the field of transportation,both the purpose of optimizing traffic management and the overall effect of social management must be measured.The implementation of motorcycle restriction policy in Baotou has played an active role in regulating traffic order and improving travel safety,but it should also keep pace with the times and make adjustment to the policies actively to reduce or avoid negative impacts on other areas.In this paper,a questionnaire survey was used to obtain the citizen's evaluation of the impact of the restricting motorcycle policy in multiple areas and the scientific evaluation indicators were established according to expert opinions.The AHP method and fuzzy comprehensive analysis method were used to evaluate the impact of the restrictive policy.The reasons for the deviation in the implementation of the policy were analyzed,and adjustment directions and improvement suggestions were proposed.
