Study On Effect Evaluation Of Ecological Policy Implementation In Hebei Province

In the current context of sustainable development,the ecological problems have increasingly become the focus of attention of the government,so following more and more specific ecological policy,but the ecological problems have not been effectively curbed.In the process of ecological policy implementation,policy formulation and Implementation are just parts of the policy process,policy supervision and evaluation also play very important roles.But in the policy process implentation,policy evaluation is easily overlooked,this make the implementation of ecological policy often cannot achieve the desired effect.The ecological problems of Hebei province(especially air pollution)has been more and more serious,at all levels of Hebei province governments stepped up enforcement efforts on the ecological policy,therefore it has great theoretical and practical significances to evaluate the effect of Hebei Province ecological policy implementation.This paper combined with the Hebei Province ecological policy of current actual situation,learned from the advanced experience evaluation of domestic and foreign policy,constructed Hebei province ecological policy evaluation index system from the ecological effect,economic effectand and social effectthree aspect,made analysis and evaluation in Hebei province the effect of air pollution policy using single factor analysis method and DEAP software.Firstly,based on analyzing the reserach of domestic and foreign to point out the deficiency of China's ecological policy evaluation,and further emphasized the the theoretical significance and practical meaning at present stage ecological policy assessment of Hebei province.Secondly,looked at the definition of the policy evaluation at home and abroad,and explored the sustainable development theory and the externality theory.Thirdly,from the selection of evaluation index of ecological policy at home and abroad,combined with the actual situation of Hebei Province,to create the index system of Hebei provinceecological policy evaluation.Finally,further to evaluate the air pollution control policy implementation about the eleven prefecture level cities in Hebei Province,found out the existing problems and shortcomings in the process of policy implementation,and put forward related suggestions.
