Building An Ecological Province Of Jilin Province Land Use Policy Evaluation

The construction of ecological province was a complicated, long-term project, which was based on the analysis of experiences, and lessons from the former work, and the relationships between environment protection and economic development. To realize the sustainable development, both healthy ecosystem and wealthy society were necessity. During the process of the construction, a series of policies, programmes and planes would be bringing forward. All of them might have some effects on the ecosystem and the environment, both negative and positive. So in the earlier period of producing these strategies, taking the environmental factors into consideration, to avoid or reduce the damages to environment, might be necessary. This was the purpose of carrying out strategic environmental assessment (SEA) for ecological province construction.SEA is the formalized, systematic, and comprehensive process of evaluating the environmental effects of a policy, plan or programme and its alternatives. The appraisal of policies is a form of SEA work, and among the cases that carried out in many countries, land-use polices were frequently to be the objects of the case studies.The aims of this thesis were to assess the environmental effects that the land-use policies might bring out during the construction of ecological province. Land-use and land cover (LULC) change, which were both the essential causes of global changes and the basics results of human activities, were the focuses in this research. During the construction of ecological province, the land-use policies might cause the LULC changes, and then affect on the ecosystem and environment, which was the reason why more attention should be paid on the land-use policies. In order to assess the land-use policies, the changes of the values of ecosystem services and natural capital were used as indices.Base on the theories and methods of valuating the ecosystem services andnatural capital, accompanied with the conditions in Jilin Province, the indicesand parameters were proposed and the current values and the values in 2010 were calculated. The value of Jilin Province's ecosystem services and natural capital was 5544.030 * 108 RMB per year, while at the same time the gross domestic production was 1129.020 x108 RMB per year. When the policies were carried out, the values would decrease in all of the nice districts in Jilin Province, except Yanjin district that was the most wealth district in regard to the ecosystem services and natural capital, and its values increased twenty years later.The expansion of cities, towns and roads were the main causes of the values' decrease. Despite this aspect, the land-use policies are positive in protection and maintain the balance of ecosystem.The values of ecosystem services and natural capital could be used as an effective index in assessing the land-use policies, and this could be considered as a meaningful exploring in the methodologies of policy assessments.
