Research On The Reform Of Police System From The Perspective Of Holistic Government

The theory of "holistic government" originated in Britain in the late 1990 s,which was formed on the basis of reflecting and abandoning of traditional bureaucratic system and new public management reform.With the deepening of research,the "holistic government" has gradually become a new trend in the field of public management in the West.The "holistic government" relies on the horizontal and vertical coordination and the sharing of technology information in the information domain to achieve the desired purpose of governance.Public security organs as the government's functional departments,its main commitment is "to consolidate the ruling position of the Communist Party,to safeguard national long-term stability,and to ensure peace and security for the people." Nowadays,with the fast development of economy and society in our country,the reform of the social system enters the deep water area,the information technology keeps on improving,and many new social security problems are emerging endlessly,which brings new challenges to the public security organs.Although public security organs experienced many reforms,facing the new situation and new tasks and new requirements public security work is still heralding many new challenges due to institutional mechanisms and other fundamental causes.The main problems that restrict public security work are: the functional transformation is not complete;the police institutions are disordered;the police power resource disposition is imbalanced;the overall effectiveness of the police is not high.This paper analyzes the drawbacks and dilemma of the public security organ of our country with the holistic government as the theoretical tool.The deep reason lies in the closedness and backwardness of the police service,the inherent flaw in the functional pattern of the organizational structure and management system.In this thesis,we draws lessons from the excellent experience of contemporary western "holistic government" theory and analyzes the practice of Super-police system reform in Henan and Zhejiang provides from this perspective.In addition,the necessity of police system reform,the difficulties encountered in the reform of the existing policing system and the resistance encountered are analyzed through comparison.This thesis verifies a rational way to ensure the sustainable development of the reform,the virtuous circle,necessary conditions in the elements and procedure as well as the reform of the Super-police system under the "holistic government" model.
