Research On The Validity Of The Third-party Assessment Result In The Project Of The Government Purchasing Social Services

With the disintegration of the unitary society,the affairs originally carried by the units have been continuously pushed to the society.In addition,because of the transformation of government functions,many government-led affairs have also been handed over to the society,and society has been given more missions.However,the lag of social development has made it impossible for many problems to be solved in a timely and effective manner.In this context,the impetus of the government to mobilize social forces to solve problems has become stronger and stronger,and the government has increasingly become a trend to purchase social services.At the same time,in order to ensure that social service projects can achieve the expected goals better and achieve the optimization of resources and maximize benefits,the government has introduced a third party evaluation mechanism to evaluate social service projects.It can be said that the third party evaluation mechanism has solved the problem of "voluntary failure" to a certain extent,that is,it can promote the effective development of social service projects.However,the third party evaluation organization of most social services projects in China is very late in the process,and the evaluation mechanism is not yet mature.To study the effectiveness of third-party evaluation results is of great significance to improve the third party evaluation mechanism and to promote the development of third-party evaluation of social services projects.Taking an evaluation project of an H institution in Changchun city as an example,this paper studies the evaluation results of the government's purchase of social services,and the effectiveness of the evaluation results from the evaluation methods and indicator systems used in the evaluation process.By analysing the current factors affecting the effectiveness of the third party assessment results through research on the assessment bodies,evaluators,assessment methods,reviewers,etc.involving in the assessment process,this paper puts forward the conclusion of establishing a sound evaluation legal norms and system,strengthening the publicity of evaluation function,creating an appropriate evaluation index system,building a professional team of appraisers,and improving the effectiveness of evaluation results,so as to promote the effective implementation of third-party evaluation activities.
