On December 12,2015,the Paris Agreement,the first global climate agreement in human history,was passed.All 196 Parties to the United Nations Framework Convention on Climate Change unanimously signed the Paris Agreement,in which 196 Parties jointly endeavoured to control the increase in global temperature within 2°C and to 1.5°C by the end of this century."For advancement.The number of participating countries in the agreement and the content of the agreement all determine the global human decision and confidence in combating climate change.As we all know,reducing carbon emissions is directly proportional to reducing greenhouse gas emissions.While the right to carbon emissions has gradually improved,international carbon emissions trading has gradually developed and gradually become the main mode of controlling greenhouse gas emissions in major countries in the world.Therefore,under the background of the global human common response to climate change,the study of international carbon emissions trading has a realistic demand,and it has epoch value to explore and study the international carbon emission trading legal system.In recent years,the issue of carbon emissions trading has become a hot topic of theoretical research,and the highlight of relevant legal issues has made it more theoretical and practical value to study carbon emissions trading from a legal perspective.Under the guidance of the principle of “common but differentiated”,carbon emission rights have transaction value due to scarcity in the global context.Countries adopt carbon market trading methods to minimize carbon emission reduction costs.Any market approach has inherent flaws,and the market must be protected by law.The solution of legal issues in carbon emissions trading directly affects the realization of the purpose of the transaction and even affects the achievement of global emission reduction targets.In this context,this paper examines the international carbon emissions trading system from the perspective of international law,and uses a comprehensive analysis approach to explore the rules and regulations governing the emergence and development of international carbon emissions trading,and the rules for transactions;and summarize the existing international carbon emissions trading The characteristics of practice and the problems encountered,and tried to analyze the reasons for the problems and put forward corresponding countermeasures and suggestions.
