Preschool education is the initial stage of lifelong education, which is considered as an important part of the national education system and a significant social public welfare undertaking. The development of preschool education is a responsibility which must be performed by government. At present, the demands for high-quality preschool education resources in China are increasing continuously. At the same time, there appears a phenomenon of “entering kindergarten difficultly with the high admission cost”. In this situation, to fulfill the responsibilities of developing preschool education better seems particularly important for government.This paper analyzed the product attribute of preschool education on the basis of public goods theory, and clarified the nature of quasi-public goods of preschool education. Then, by investigating the actual situation of the preschool education development in Chongqing Y district, we learned that there are many problems in the preschool education development of Chongqing Y district. Such as the weakening preschool education public welfare, unbalanced development,high investment proportion, insufficient departmental interaction, etc. Through the analysis,we can make a conclusion that the emergence of these problems is mainly due to the government ' s failure in performing their responsibilities of developing the preschool education and in playing a leading role really in the development of preschool education. Moreover, they has entrusted the preschool education to the market excessively. These problems are embodied in inaccuratepositioning of the preschool education, relatively unbalanced resources allocation, scarce public financial investment, and unreasonable management system.From the analysis above, some countermeasures and suggestions are put forward for government to implement their responsibilities in the development of preschool education. Firstly, to clarify the government's role and status in the development of preschool education clearly, to establish the leading role of the government in the development of preschool education, to build a kindergarten system with government's leadership, social participation, and cooperation between the government and the people, and to expand inclusive preschool education resources. Secondly, to formulate the preschool education development plans according to local conditions and to promote the balanced development of preschool education. Thirdly, to complete the financial investment mechanism of preschool education, to make the public finance responsibility of governments at all levels clear and to establish a reasonable cost sharing mechanism. Fourthly, to strengthen the construction of the quality supervision of preschool education development and linkage mechanism, to improve the preschool education supervision system and quality supervision and evaluation system, to strengthen the kindergarten conservation education guide, and to provide good protection and service for the development of preschool education effectively finally.
