Institutions of higher learning undertake an important task for talent cultivation, scientific research, social service and culture inheriting with a vital role in social development. Of China's institutions of higher learning, locally administrated colleges account for 95%, and their teachers team are over 84% with an important function for China's higher education, so the ensuring and boosting of their educational quality is a must-solving issue, which has a profound effect on China's educational cause and enhancing of comprehensive national power. The issue was analyzed and studied in this thesis from the perspective of teacher career development.The study analyzed the affect of lack of the career development and planning on teachers management for local colleges. Combining the Maslow's hierarchy of needs and Herzber's Two Factor Theory, through methods of literature investigation, modeling and questionnaire, and based on in-depth study of the causes, the teacher career planning was divided into four stages of the “adapting, growing, stabilizing and fading”, and from angle of the career design and planning, a new approach to teachers team building for local colleges was proposed based on three factors of the “organization, mechanism and stage”, thus providing a reference for improving the teachers team building level in local colleges.The classification method for the issues of local colleges' teachers team building characterized by the “four stages” was put forward, and the college teacher career-growing law was explored. Combining the design and study of the teacher career, and addressing the “long-term organization construction, specialized mechanism design and systematic career building”, we should actively pay attention to the every stage's characteristics and development requirement for the teacher career, build a dynamic management strategy, and continually promote the in-depth study of the teacher career to realize co-development of the organization objective and individual goal. The research in the thesis is of creativity and practicability.Higher education needs not only the adequate funds and necessary modern facilities, but also the indispensable teachers team. The study in the thesis is conducive to reform and perfect China's local colleges' teachers team building system, enrich the building content, enhance their flexibility and pertinence, further improve the teachers team building level, better satisfy the requirement of the colleges themselves and teacher growing in order to make the teachers team building play a bigger role in the boosting of higher educational quality and promoting of higher educational reform and development, and to contribute more to China's socialist educational cause.
