In today's world,increasingly fierce competition between countries,competition for human resources is fiercer than ever,human resources related to a country's economic development,technological innovation,cultural heritage and other aspects.China is a populous country,in human resources has a unique advantage,enjoying rapid demographic dividend of economic growth,but there are still many problems in the construction of human resources.Colleges and universities are the gathering place of talents,it is also an important place for the cultivation and development of high-level talents.The high-level talents of colleges and universities are an important part of the national high-level talents.It is a strategy to realize the strategy of "strengthening the country through talents" and "rejuvenating the country through science and education" Important guarantee is also the core force of the development and progress of colleges and universities,is to promote the university to the high level university,"double first" university development important force.We have put forward a series of important policies and measures for the development of high-level personnel in colleges and universities,including the "Yangtze River Scholar",the National Million Talent Project,the country has made outstanding contributions.The young and middle-aged experts and other projects;departments,regions,colleges and universities also combine their own characteristics,putting forward to strengthen the construction of high-level personnel an important measure.This paper combines the construction of the high-level talent system in the local colleges and universities in Guangdong Province mainly adopts the literature research method,the descriptive analysis method,the investigation method,the comparative analysis method,finding the problems of the construction of high-level talents in local colleges and universities,and the countermeasures and suggestions of institutional innovation.The paper is divided into six parts,the first part is the introduction,mainly introduces the research background and significance of the paper,domestic and foreign research status,research methods,innovation and deficiencies.The second part is related to the concept and theoretical basis,focusing on the definition of local colleges and universities,high-level talent,talent management system and other meanings,but also on Marx's theory of talent,contemporary Chinese talent theory and Western talent theory discussed.The third part is the main part of the thesis,the third part is the status quo and the existing problems of the construction of high-level personnel colleges and universities in Guangdong Province,and analyzes the quantity,quality and structure of the high-level personnel of local colleges and universities in Guangdong Province,Efficiency,system and other status quo.On the basis of this,it analyzes the construction system of the high-level personnel team in the local undergraduate colleges in Guangdong province,which is mainly clear that the administrative authority of the government and the university is not clear,the job setting is still unreasonable,the internal governance structure is imperfect and the talent flow mechanism is not perfect.The fourth part is the practice and experience of the system construction of the high-level personnel team at home and abroad.The domestic master is the example of Zhongshan University in Guangdong Province,and several famous universities in the province.Taking the universities in the United States as an example,The Experience of High-level Talent Construction.The fifth part is the suggestion of the innovation of the construction of the high-level personnel team in the local colleges and universities in Guangdong Province.clearly defining the authority of the government and the university,further decentralizing the personnel autonomy of the university;further strengthening the classification management of the high-level talents,High-level talent "to be able to enter,can on the next" system;to develop strict personnel recruitment procedures;the introduction of the overall salary concept,improve the high-level personnel compensation system;improve the performance appraisal system and other six measures.The sixth part is the conclusion,which is the summary of the whole thesis.Through the study,the following basic understanding:(1)high-level talent is the core force to promote the development of colleges and universities;(2)The construction of high-level personnel in local colleges and universities is obvious,but there are still problems in the system construction.(3)to build a high-level personnel system that embodies the characteristics of the times,the local characteristics and the characteristics of colleges and universities.
