Countermeasures And Suggestions Of College Business Card Settlement System

Over recent years,the civil service card reimbursement system has become an important reimbursement system that incorporates the Party and government organizations and public institutions in China,etc.,into fiscal budget management.In China,it is mandatory that the civil service card system be implemented under the precondition of national treasury centralized payment system,the civil service cards be made available mainly to organizations that have been listed in the fiscal budget,and the civil service card be treated as a vehicle for the financial clearing payment system.as a part of public institutions that have been listed in the fiscal budget,colleges and universities,therefore,have also carried out civil service card system in accordance with regulations.This paper firstly consults and analyzes the existing research literature both from China and abroad in order to establish a full understanding to the historical origin and developmental course of the civil service card system within the fiscal system;on that basis,an in-depth investigation is conducted on specific implement status of the civil service card reimbursement and clearing system in a University;in the meantime,extending away from a University,a detailed discussion and an in-depth analysis are conducted on the current status of the implementation of civil service card system in the university,followed by an identification of relevant problems,as well as their causes,with the imbursement method using civil service cards by colleges and universities in China;after that,the paper puts forward response measures and proposals to improve and perfect the civil service card clearing system in Chinese colleges and universities.This paper is mainly laid out in six sections: the first section carries out a brief introduction to the revenue and expenditure system of national treasury and the civil service card system currently in effect in China,and outlines the implement status of the civil service cards system under the current national treasury centralized payment system;the second section is an analysis on the status quo and theories regarding to the college and university civil service card system within China;in the third chapter,a survey on the current status of civil service card in University a,with its faculty members as research subjects,is conducted;the fourth section sets forth the purpose for questionnaire and interview design;the fifth section analyzes the survey report about the civil service card clearing system in University a,and brings forth the problems with the civil service card clearing in University a;the sixth section puts forward the proposals and response measures to reasonably improve and supervise the civil service card system in Chinese colleges and universities.
