Research On Optimization Of The Operation Of National Treasury Centralized Payment System In R College

The treasury centralized payment system is an important measure for the government to reform in the financial field.It has fundamentally changed the mode of payment and management of fiscal funds.It has turned the cumbersome disbursement process into an informational allocation of electronic systems.It not only makes fiscal funds more efficient and transparent in order to reduce the cost of government funds,but also ensures the effectiveness of the “special funds-only” principle,and prevented violations of special funds from being intercepted,occupied,and misappropriated.However,there are still some problems in the implementation of the system,and it will also bring some adverse consequences,which need to be further improved.Therefore,how to innovate the treasury centralized payment system and make it better applied in colleges is worthy of further discussion.This paper takes the relevant concepts of treasury centralized payment,department budget,official card,government procurement as the theoretical basis,combined with the implementation status of the centralized treasury payment system in China's colleges,and takes the reality and problems of the treasury centralized payment system in R college as the starting point,compare and analyze the changes in the income and expenditure data of R college's treasury centralized payment system.The case analysis method is used to analyze the cause of the problem.The budget implementation of R college is not ideal,the payment work is not balanced,the government procurement and official card management are not perfect,and the treasury centralized payment system and the accounting system is difficult to match and the budget management is unfulfillment.It is proposed to continue to deepen the process of departmental budget reform,continue to effectively promote the implementation of official cards,improve government procurement budget management,establish a comprehensive financial network platform,and improve the comprehensive quality of financial personnel,which have important practical significance for improving the standardization and scientificity of budget management in higher vocational colleges and promoting the better implementation of the centralized treasury payment system in higher vocational colleges.
