ICT construction and application in education is an important sign of promoting modern education, and the important means to expand sharing of resources and make the education development in a balanced way. The development of ICT in basic education plays a fundamental role in improving the national information literacy.Information application is the core of educational information development, and the basic for achieving educational innovation and reform. At present, many problems has been noticed in the application of ICT in basic education, such as low hardware equipment usage, software resources outside the classroom and so on. Therefore, some of the measures may need to be reinforced to evaluation the application, concerned about the hardware equipment efficiency, then to break through the current situation,such as heavy investment, low efficiency, high investment, low return. "Reduce the digital-divide in basic education, promote high-quality resource sharing" is the primary task in current stage. Among them,the educational digital-divide in urban and rural regions is primarily presented of the unbalanced educational development, and has gradually increased trend with the development of information technology. Therefore,it is of great practical and theoretical significance to explore the differences in the application of ICT in urban and rural primary and secondary schools and to seek the bridging strategy of reducing digital-divide in urban and rural education. Based on the development of school ICT from a macro perspective, as the application the core, this paper analyzes the factors that influence the application of urban and rural areas, and puts forward some suggestions to improve the application level of urban and rural areas. It is important to promote the balanced development of educational information.This study first studies the relevant theories of educational informatization assessment and influencing factors by studying a lot of literatures, and summarizes the four aspects of ICT development in schools, application, resources and environment,personnel support and funding and training. Secondly, according to the index variable of information application, the factor analysis is used to construct the evaluation model of the application level of the school information. The application of the school information application is evaluated scientifically and systematically. Based on the real data,the paper analyzes the development status and difference of each index in the specific application of information technology in urban and rural areas. Finally, the author uses the method of multiple regression to analyze the influence between the school resources and environment, personnel support, funds and training with the application,the similarity and difference of influencing factors have been analyzed,in urban and rural schools,and put forward suggestions for promoting the development of ICT application in basic education in urban and rural areas.Through the research, we find out that the application of ICT in classroom is the core of the application of ICT in our country. The application of ICT management is in the stage of popularization. It is an important part of the application of ICT in schools.The application of network learning platform is in the initial stage,is the advanced form of school ICT application. Through the analysis of influencing factors, it is found that teachers are the key elements of the application of information technology in schools. Digital resources are the core content of in-depth application. In the process of advancing the application of information technology, the departments at all levels need to pay attention to the construction of digital environment,continuous support of staff related ICT, and guarantee funds in rural areas, promoting the full application of ICT in rural schools.
