It is considered by the network exchange theory that two positions will result from the exclusive power network, namely the excluded weak power position and the not excluded power position. On the basis of "common fate" alliance,the two positions form strong-strong and weak-weak alliance to realize the game of profit. The "betrayer", who takes advantage for himself during the repetition of the game exits. Therefore it is necessary to punish the individual who betrays the commitment. Besides,the network exchange theory advocates combining the actor, relationship and structure, which ignores individual heterogeneity by simply focusing the level of structure. Thus the present research adopts the method of experiment, questionnaire, and textual analysis and aims to explore the behavior of people with different social values in the alliance and whether the punishment system can eliminate the "betrayer" in order to improve the effectiveness of alliance cooperation. Results of experiment are obtained in the present research: the "betrayal chain" usually results from strong-strong alliance, in which the selfish people will be more likely to become the"betrayer" and compared with prosocial people, the selfish people like to take advantages with out suffering losses; the "compromise chain" results from weak-weak alliance,in which prosocial people will be more likely to become "compromiser",and compared with the selfish people,"compromiser" not always suffer losses because they are honest; the profit of the powerful reaches the average of "compromise chain" on the only condition that the powerful are permitted to become alliance; power will be reversed and inequality of power will be improved by cohesive weak-weak alliance on the only condition that the weak are permitted to become alliance; the intensity of punishment decreases as the number of "betrayer" in strong-strong alliance increases. Finally, limitations of the present research and orientation for future study are discussed.
