In our country, the damage caused by flood disasters is beyond count. The impression of the catastrophic flood in1998still engraves on our heart. In recent years, due to the global climate changes, extreme weather occurs frequently, which makes the flood disaster situation more serious. So, in this case, it is of great importance for us to analyze the risk of flood disaster and construct the analysis platform of flood disaster to do the management work of flood disaster risk analysis well.GIS(Geographic Information System) has come into the Web era accompanied with the development of IT technology, and WebGIS is one of the typical representatives. WebGIS has brought a lot of convenience to our daily life and work, however, some problems also occur. The obviously prominent problem is "information island", which means space data cannot be shared and function service cannot be found by most users. SOA(Service-Oriented Architecture) is a modular architectural style for service information system, which can bring vitality for business process by configuring the service and associate services with each other through defining the fine interraces and protocols, which can adjust to different hardware platforms, operating systems and programming languages. Still the ArcGIS Sever platform that belongs to Environmental Systems Research Institute can also support SOA well. So SOA is a suitable method to realize the flood disaster risk analysis system, which to certain extent can solve the problem of interoperability,In this paper, previous research results in the risk analysis of floods are utilized, and the flood risk analysis system that has been already used is referenced. Combining with different scales of flood disaster risk analysis models, the SOA-based design and development is implemented. The main contents are:Firstly, according to the present situation of the flood disaster and flood disaster risk analysis and decision system, a way to solve the problem is put forward. Research on the system structure of the service oriented architecture is conducted, and the analysis results show that SOA is a promising method to solve problems in the current flood disaster risk analysis system.Secondly, discuss on the support of ArcGIS Server for SOA is made, on the basis of which flood risk analysis system is designed. This paper focuses on the risk analysis model of flood risk analysis system.Including model design, implementation, and the release of the model of service in ArcGIS Server, transfer Use and development.Finally, it recommends the Design and Implementation of SOA-based flood risk analysis system, including a running instance of the system, as well as registration, administration, etc.Through the system running examples, indicate that the system is helpful to solve the current interoperability issues in the GIS system to a certian extent.
