Since ancient times, China has been a flood disaster-prone country, both the loss it causes and the influence it radiates ranks first in China's natural disasters. In recent years, the global warming caused by human activities is leading to the mounting of in extreme precipitation events, and Chinese flood control is also experiencing a significant change. In the summary of the historical experience of the competition between the economic development and flood disasters, scholars propose new flood control strategy, that is flood risk management, and flood risk analysis is an important part of flood risk management.On the basis of the summary of the research results of the risk of flood disasters at home and abroad, and based on GIS technology, this paper applies the theory and the method of disaster system theory to analyze flood risk, and to establish the corresponding risk assessment model, then build the flood risk analysis system. The main contents are as follows:First of all, with the support of GIS technology, and on the basis of the thought of disaster system theory, from three aspects:the disaster element, disaster environment and disaster bodies, comprehensively analyze the formation mechanism of floods, then analyze the flood disaster risk in detail from the nature element, social attribute and vulnerability and other aspects of floods.Then, base on the analysis of the formation mechanism and properties of floods, analyze the risk and the vulnerability of flood; propose the idea of multi-scale risk assessment of flood, then elaborate the risk assessment process respectively from risk assessment model designination, realization of models and verification of final results.Finally, use C# language under the NET development environment and ESRI ArcEngine component library to design and realize the flood risk analysis system, based on remote sensing data, hydrologic and meteorological data and basic geographic information, socio-economic data (population, GDP, land area Etc.) and other data, combining with the design based on normalization of the national floods risk assessment model, analyze the floods risk. Users can control the operation of the model, including the evaluation of the input data preview, analyze and adjust the model parameters through interactive visual analysis environment, and analyze the reliability of the middle and final results obtained from the implementation of the model.The results obtained from the operation of the system can help the Government to adjust the layout of social and economic development and industrial structure, the preparation and implementation of flood control, strengthening the effective management of the government to raise public awareness of the hedging ability and self-help, from passive to active flood prevention to face the disaster risk, to effectively reduce the life and property losses caused by flood disasters.
