Exploring The Development Dilemma And Capacity Building Of F Autism Rehabilitation Institutions

In recent years, the incidence of autistic children increases sharply. Studies have shown that early special education intervention is an important link in affecting its prognostic, through the timely and effective education training and help, the situation of the majority of autistic children can be improved. Facing the huge market demand, autism rehabilitation institutions develop quickly, in our country, there are nearly 500.However, because autism rehabilitation institutions start late and lack of experience in China, the development level is uneven and they are facing a series of difficulties, which restricts the sustainable development of the undertaking of autism rehabilitation, and affect the rights of the autistic children and parents. Therefore, it is urgent to explore and summarize development predicament of autism rehabilitation facility, to strengthen the construction of their capabilities.This paper is based on social organization management of Drucker, and select F autism rehabilitation institutions as the research object, using literature method, observation method, interview method, questionnaire survey method to explore the mechanism of development predicament, which include four sides:the mission and strategy, performance, human resource management, outer relations, the corresponding ability construction way is put forward. In terms of mission and strategy, the mission is divorced from reality, the employee lack cognition, the organization is short of long-term strategy, the short-term plan is difficult to carry out, so the agency needs to definite mission scientifically and formulate long-term development strategy and promote it; In terms of performance, the hardware facilities are weak, the professional level is not high, the plight of financing channel is narrow, so the agency urgently needs to expand sources of funds to improve the teaching equipment, the introduction of talents;In human resources management, the staff salary and welfare level is low, the promotion space is narrow, so organizations should formulate reasonable salary system; In outside relations, the agency is not keep close contact with the government, enterprises, public and peer, so the agency need to strengthen communication and cooperation. Through the above four aspects of capacity building, rehabilitation institutions can better safeguard the rights and interests of parents and autism children.
