Objectives:To understand the current mortality rate of traffic accident in China and evaluate the effect of drunk driving penalty.We aim to analyze the death situation of traffic accidents in Chinese population and examinee the difference of traffic accident death rate before and after 2011,which indirectly evaluated the effect of drunk driving penalty.This study provided the basis for further improvement of relevant laws and regulations for drunk driving.Materials and methods:Data come from the National Disease Surveillance System in Chinese Center for Disease Control and Prevention and National Road Traffic Accident Monitoring Information System from the Ministry of Public Security.Using descriptive analysis method,this paper analyzed the death level of traffic accidents in China in 2015 and the trend of traffic accident mortality from 2006 to 2015.We analyzed the national road traffic accident situation from 2006 to 2015,including mortality per thousand vehicles,percentage of drunk driving in traffic accident and so on.Meanwhile,we evaluated the influence of drunk driving penalties for traffic accident mortality after 2011 via interrupt time series analysis method.Data were analyzed using the Excel 2007 and the SAS9.4 software.The statistical test level is 0.05.Results:The crude death rate of traffic accidents was 16.46/100,000 in China,24.38/100,000 in men and 8.40/100,000 in women.Accordingly,the annual number of death due to traffic accidents was about 230,000,170,000 for men and 60,000 for women.Except for people aged between 0-14 years,traffic accidents are the top cause in injury death among different gender,different regions and different age groups.From 2006 to 2015,there was a sigfniciant decling trend of the standardized mortality rate of traffic accident,from 21.32/100,000 to 15.83/100,000(25.75%).Except for the age group of 0 to 14 years,the mortality rate of traffic accident shows a declining trend in different gender,region and different age groups.From 2006 to 2015,the number of traffic accidents with death and injuries,the number of deaths and injured related to the road casualties in China had been decreasing.At the same time,the mortality rate per 10,000 vehicles also continued to decline.The proportion of drinking and drunk driving appeared a decreasing trend in the road traffic violation processing.in the country.Interrupted time series analysis showed the mortality of traffic accidents before and after the intervention decreased in the total population,men and men,the eastern and central regions and aged group 35 to 69 years and the magnitude of the decline after intervention was more significant(P<0.05),suggesting that aggravating drink driving penalties have accelerated the decline in traffic accident mortality and drunk driving penalty had achieved definite effects.However,in western region and ange group of 0 to 14 years,there was no significant decline(P>0.05)in the mortality of traffic accidents before and after intervention,suggesting the aggravating drunk driving penalty did not achieve the effect of reducing traffic accidents mortality.Conclusion:The standardized mortality rate of traffic accident in Chinese population generally presented a declining trend from 2006 to 2015 and mortality per 10,000 vehicles also continued to decline.The proportion of drinking and drunk driving was on a downward trend in all the processings of road traffic violation.The declining trand of traffic accidents mortality in the total population,men and women,eastern and central regions and peope aged 35 to 69 yearswas more significant after 2011 when the aggravated penalty of drunk driving was implemented.It indicates that drunk driving penalty had accelerated the decline of traffic accident mortality.These data illustrate the aggravated penalty of drunk driving into the criminal law since 2011 presents a preliminary effect for the decline of traffic accident mortality.
