In short, the development of enterprises require enthusiasm and creation of human. According to the development of enterprises and the demand of market competition, enterprises should exploit human capital. For the aim, enterprises should set up perfect performance assessment systems, learn to apply the measure of performance assessment, urge staff to maximize one self's human capital, and enhance business efficiency and competitiveness.This paper examines the theoretical basis of the CDream company to the media and performance appraisal measures. It diagnoses the performance evaluation of R & amp; D personnel and finds the key issues. In view of the existing problems, this paper presents a systematic solution to the performance evaluation of R & amp; D personnel. Through job analysis, selection, evaluation means Kip design, we set up a scientific, comprehensive, clear performance evaluation system. And puts forward some safeguard measures:(1) everyone pays attention to the performance appraisal, (2) the company strengthens the training. (3) the company to establish a high performance culture. (4) the company to strengthen incentives:(5) the establishment of performance-based pay system, (6) the company to strengthen the basis of performance appraisal.The implementation of performance appraisal can stimulate the enthusiasm of R & amp; D personnel. But also can improve the competitiveness of enterprises. The proposed scheme can be regarded as a reference.
