Design And Assessment Of Confucius Institute’s Performance Index System

The performance of Confucius Institutes is closely related to the quality of education and the influence of Chinese culture abroad.In recent years,with a vigorous development,Confucius Institute has been playing an important role in spreading Chinese language,culture and core values.However,as its size and influence continue to grow,the internal management efficiency and education performance of the Confucius Institute have become particularly important.The establishment and improvement of the Confucius Institute evaluation system has become a heated issue that needs to be resolved urgently.Based on the existing literature and preliminary research on the Confucius Institute,the overall framework of this study is divided into three parts as follows:1.Understand the purpose and significance of Confucius Institute.In this part,based on literature review,we conducted in-depth interviews with Chinese and foreign deans of the Confucius Institute,director from "Hanban" and relevant teachers in order to better understand the core value of Confucius Institutes from a strategic point of view.2.Design and establish an evaluation index system with appropriate evaluation indicators.In this part,this paper mainly used the Soft System Method(SSM)to decompose the top goals of the Confucius Institute,determine the main behaviors,and clarify the logical relationship between the different activities.A performance evaluation index system with 28 indicators is built to better measure the education effectiveness for Confucius Institute.3.Conduct a case study of Confucius Institute in Brussels based on theis performance evaluation index system to better confirm the effectiveness of the model.The experimental evidence proves that despite a great diversity of running pattern,there is no doubt that the soft system methodology used in this paper has significant advantages in terms of integrity,innovation,enforceability and flexibility.This case study not only asserts the effectiveness of our evaluation system,but also laid a foundation for the following research in this field.
