Research On The Inverse Strengthening Of China's Policy Implementation During The Transition Period

Social transformation is the process of the globalization process of human survival and development in the new stage of social development transformation and evolution of dynamic process of transition, the people meet the transformation of the way in which the government policy execution performance. Transition on the ideal of policy implementation should maintain and promote the public interest to the greatest extent, but due to the policy implementation such as subject, object and environment interests of various factors, the influence of policy implementation in reality is not to maximize the public interest, the ideal and the reality is not unified, unequal policy execution inverse reinforcement. Policy execution inverse reinforcement problem reflects the existence of various stakeholders in the process of policy implementation between interests contradictions and conflicts exist. In this paper, by means of literature research and empirical analysis, benefit analysis and inductive deductive method, first of all, to strengthen the policy execution inverse of the transition and the transition policy implementation of the inverse problem of interest in strengthening definition. Second analysis inverse reinforcement problem of transition policy implementation, forms, historical evolution. Then, the system analyzes the role of interests inverse reinforcement in the transitional period of policy implementation process. Finally on the basis of above to strengthen policies during the transitional period of inverse problem of the results of the analysis, from the government's decision-making, policy makers, interest integration and coordination mechanism of the three angles puts forward some countermeasures for dealing with inverse transformation policy implementation to strengthen.
