As China's economy quickly develops and financial revenue increases, some local governments and relevant departments breached Party and government regulations and deviated from national conditions to build luxurious and oversize office buildings with excessive investments, which also exceeded the standards. These constructions not only harmed the reasonable distribution of financial fund, but also negatively influenced the social norms. Regarding this, Party and government have paid due attentions to put forward relevant regulations so as to hold the construction of these unnecessary buildings. At the current stage, Chinese government aims to be law-based and run the country by law. In terms of its countermeasures on luxurious office buildings, although relevant departments came up with regulations, rules and standards targeting these kinds of buildings, the result has not been very promising. Based on the goal of a law-based government, this problem should be solved through the rule of law, and such construction should be properly regulated to avoid the negative impact on the optimization of financial fund, so that the image of government will not be compromised and the interests of people can be respected. In recent years, Chinese scholars used to offer solutions for this problem, but most of them were not powerful enough and only focused on the government's administration, which were unable to have this problem truly solved. On the other hand, many foreign countries boast relatively complete legal systems to regulate the construction of office buildings, and the outcome has been positive as those buildings are fully utilized. Therefore, this article is based on these insights to study the legal regulations for luxurious office buildings, and it is divided into 5 parts:The first part is about the background and significance of legal regulations for luxurious office buildings. Both domestic and international research progresses are included so as to indicate the research approach in this article.The second part elaborates the harm of luxurious office building constructions, current countermeasures and preventive law & regulations. Rampant constructions of luxurious buildings are extremely harmful, as they wasted public resources and damaged the credibility and honesty of governments. And this is also about people's perception on public power and the notions or attitudes of those in power while dealing with their situations. In terms of countermeasures on luxurious office buildings, although relevant departments came up with regulations, rules and standards targeting these kinds of buildings, the result has not been very promising. The current measures are limited to the responsibilities of individuals, and there lacks a necessary mechanism which specifically targets luxurious office buildings.The third part gives an analysis on the legal issues arising from the construction of luxurious office buildings, such as the low legal hierarchy, incomplete law and regulations as well as deficiencies in responsibility investigations and supervisions. Based on the goal of a law-based government, this problem should be solved through the rule of law, and such construction should be properly regulated to avoid the negative impact on the optimization of financial fund, so that the image of government will not be compromised and the interests of people can be respected.The fourth part covers the introduction and analysis of the experiences of foreign countries in the construction of office buildings. Many foreign countries boast relatively complete legal systems to regulate such construction, and the outcome has been positive as those buildings are fully utilized.The fifth part combines the legal issues with foreign experiences to specifically put forward multiple measures regarding the construction of luxurious office buildings, such as reshaping government administration notions, improving the legal system for government office space, enhancing the internal restrictions inside government, introducing external supervision and expanding democratic channels, etc. In recent years, Chinese scholars used to offer solutions for this problem, but most of them were not powerful enough and only focused on the government's administration, which were unable to have this problem truly solved.
