Political Mobilization And Development Under The Pressure System: Research On The Local Government Environmental Governance Model In The Process Of Transformation

In the current China,environmental pollution that has become one of serious problems urgently in need of solution, is the people's livelihood issue of the public concern and also is a central task for the government. Ecological politics scholars think that environmental problem is the political problem and also is the institutional problem. As a result,the solution of the environmental problem needs not only technical innovation, but also exploration from political system and governance pattern.Therefore, this article is based on the analysis framework of "governance system-governance pattern-governance performance "to analysis the relationship between our country's mode of environmental governance and the environmental governance performance.In this paper,based on a preliminary understanding of our country's environmental governance in the transition period, the author will combine pressurized system and political mobilization and then put forward the "political mobilization under pressurized system as dominant mode of governance" in an attempt to analyze Chinese local government's environmental governance. In order to more effectively analyze mode of governance behind environmental governance,the article should vividly show the actual operation of our local government's environmental governance.So, this article take China's pollution province-Shanxi as an example. This article take political mobilization under pressurized system as dominant mode of governance to analyze the government's absolute dominance-"political governance of environmental", " responsibility system", "head project", "department of linkage", "one ticket veto", and political mobilization through the material rewards and spirit of inducing, organizing, environmental protection star's incentive, and the germination of the non-dominant power's initiative in Shanxi Province. On this basis, from the severity of the situation in the environment, the characteristics of path dependence in the politics economy, culture and society during transformation period and the governance performance in environmental governance,this article try to explain "why political mobilization under pressurized system as dominant mode of governance become the main environmental governance model of our country during the period of transition". Finally, the author point out deficiencies of local government's environmental governance mode-"political mobilization under pressurized system as the dominant mode" and the fact that the non-dominant factors such as market, society and the public gradually increase in the role of environmental governance from the practical level, and this trend can be explained and predicted from the theoretical level.So it is concluded that the model is a transitional mode of environmental governance.And aiming at growing trend-necessity of shift of government's dominant way and the the initiative's ascension of non-dominant, the author try to build a "normalized governance under the democratic cooperative system" as a new environmental governance mode.
