| 1949-1956 is the key period for PRC's system construction.In the beginning of PRC,there's barely no system or material resources left for CCP to construct the new country.So CCP used mobilization strategy to maintain the basic order for social development and thus build up the basic system for the socialist new China.When we research on the modernization of China's Governance,we need to take the mobilization in 1949-1956 into consideration.Considering the inner logic and the updating process of the CCP in its revolutionary period and construction period will help us understand the intrinsic appeal for'mobilization'.I will use the mobilization activities in policy changing process as the breaking point.And I will use the original archives,the People's Daily in 50s,and other 50's publications to look into the mobilization activity in 50s.Then I will summarizes the basic elements of the mobilization Governance,including value organization and system,and their relations.My point is CCP is the core of China'mobilized Governance,the party has the power to control people's value and organization,and by the construction of system,they can ensure the fruits of their mobilized governance.We need to know CCP's party building theory before we inquire into China's modern governance.In Marxist party theory,the leadership of the ruling party,the mass line and the theory of indoctrination all have strong influence in CCP's behavior.Based on this,to improve the party's mobilization ability under the new situation,we need to pay attention to the limits of mobilization,mobilization and specification,party members and the party's goal.They are three key elements.Specifically,mobilized governance need to improve the party's policy-making ability,strengthen advanced nature and purity construction,perfect the construction of socialist core value system,and by the party's ideological and political work to make the party's will and people's expect into specific actions. |
